State government is contemplating initiating measures to check illegal layouts by tightening the rules for registration.
One
of the stipulations proposed by the Stamps and Registration Department
is to permit registration of plots only in the approved layouts. Though
earlier an attempt was made to regulate the layouts and a Government
Order was issued, it was later put in abeyance due to pressure from
various sections. Now government has proposed to issue orders afresh by
making some changes to the earlier order.
The draft proposal will be first sent to the Revenue Minister and the Chief Minister for their approval.
Authorities
have realised that mushrooming of unofficial layouts across the State
and construction and sale of flats in these layouts without approval,
were creating several technical problems coming in the way of planning
development and depriving the registration department of its rightful
revenue.
The department with an intention to set
right the situation had first issued orders in November last year that
plots in unapproved layouts should not be registered without a
sub-division statement issued by the revenue authorities in respect of
the agricultural land and an approved layout plan issued by the
competent authority in case of documents affecting vacant sites for
non-agricultural purpose. But with resistance from certain quarters, the
GO had been withdrawn.
The Revenue Department,
however, has formulated new proposals recently making it imperative for
those planning new layouts to take prior approval failing with
registration of plots will not be allowed.
However,
exemption will be given to the plots that were already registered in
some unapproved layouts but for the remaining vacant sites, one has to
apply for layout regularisation scheme to be introduced soon to seek
approvals after paying penalty fee and adhering to the prescribed norms
in the layout design.
